Why is Civil Aviation Regulation More Effective than Financial Regulation?
In a recent article[1] I argued that civil aviation regulation responded much more effectively to prevent hijacking following 9/11 compared to other regulators with responsibility for terrorism prevention. And they responded much more effectively than banking regulators have done in learning from past financial crises to prevent future ones.
